The contracting decision tree is provided to assist state agencies determine steps to follow when purchasing supplies/materials or entering into contracts for either non-professional services or professional services.
The Bureau of Administration is the purchasing agency for all of state government for the procurement of supplies and materials.
Individual agencies are the purchasing agency when establishing contracts for services, either professional or non-professional.
The procurement of supplies and non-professional services are governed by SDCL 5-18A and 5-18D. Professional services contracts are established as outlined in SDCL 5-18D-17 through 5-18D-21.
